Admin Panel doesn't work if CREATE_QUESTIONS is ON

      Description

      Steps to Reproduce:

      1. Log in JCommune forum as an admin user -> go to Administration mode
      2. Find your Branch and click Edit Permissions
      3. In CREATE_QUESTIONS click Edit, choose any group and Save
      4. Log in Admin Panel on Poulpe -> Components -> JCommune
      5. Choose your Section -> right mouse click on your branch -> Permissions
      6. Click on Edit Permissions for the branch

      AR: Admin Panel is not accessible. Error 500.
      ER: Admin Panel is accessible and can be worked with.

            Yeah, I would expect this to happen.. This is acceptable because we're going to remove that branch-related page from Poulpe at all.

            Branch "Permissions" in Poulp Admin Panel has been removed. There are only Edit and Delete left.

            Steps to Reproduce

            1. Log in Admin Panel on Poulpe -> Components -> JCommune -> open any Section -> right mouse click on its Branch
            2. Log in JCommune forum -> go to Administration mode -> find your Branch -> click Edit Permissions
            3. In CREATE_QUESTIONS click Edit, choose any group/s and Save
            4. Leave Administration mode -> try to create a new Topic/Question/Code Review
            5. Enter Section Panel on Poulpe -> create a Section -> create a Branch
            6. Go to JCommune -> search for the newly created Section (Section1) -> switch to Administration mode -> create another Branch in Section1
            7. Return to Section Panel on Poulpe -> find the Branch created on JCommune -> right mouse click on it

            AR=ER: Admin Panel on Poulpe is accessible without Branch Permissions and there are only Edit and Delete functions for Branches. Permissions and CREATE_QUESTIONS mainly can be edited on the forum. Branches that have been created on the forum are visible both on JCommune and Poulpe. Branches that have been created on Poulpe through Admin Panel are invisible on the forum.

            Permissions function on Poulpe Admin Panel, CREATE_QUESTIONS on JCommune forum and correct functionality of permissions after editing have been tested.

            Test result: issue can be closed.
