You should have User1 and User2

User1 should has VIEW_TOPIC, LEAVE_COMMENTS_IN_CODE_REVIEW, CREATE_CODE_REVIEW, DELETE_OWN_POSTS permissio
User2 should have VIEW_TOPIC, LEAVE_COMMENTS_IN_CODE_REVIEW
You should have previously created code review topic in your branch
