User1 has VIEW_TOPICS, CREATE_POSTS, CREATE_QUESTIONS, EDIT_OWN_POSTS, CLOSE_TOPICS permissions.
User2 has VIEW_TOPICS, CREATE_POSTS, EDIT_OWN_POSTS, CLOSE_TOPICS permissions
User3 has VIEW_TOPICS, CREATE_POSTS permissions.
User4 has VIEW_TOPICS, CREATE_POSTS permissions.
