View: pop up windows in Q&A topics

Pre-condition:
1. User should be logged
2. At least one branch should be created
3. At least one Q&A topic should be created
4. User should have VIEW_TOPICS, CREATE_POSTS, CREATE_QUESTIONS, EDIT_OWN_POSTS, EDIT_OTHERS_POSTS, DELETE_OWN_POSTS, DELETE_OTHERS_POSTS, MOVE_TOPICS and CLOSE_TOPICS permissions
