Anonymous can see vote up and vote down buttons in public Q/A topic

Preconditions:

1. You should have branch with created Q/A topic
2. You should have User1 and User 2 with CREATE_POSTS and VIEW_TOPIC permission in this branch
3. You should create answers in created Q/A topic as User1
4. You should vote to User1's answer as User2
5. You should give VIEW_TOPIC permission to Anonymous user group
6. You should not be logged
