Problem with identifying cyrillic characters

      Description

      1. go to http://qa.jtalks.org/jcommune
      2. sign in with valid username
      3. choose section "all actions" from list of topics
      4. click on "start discussion"
      5. fill out topic form with using of cyrillic characters
      6. click on "send"
      7. after sending topic you can see question marks instead of cyrillic characters
