Cyrillic symbols in topics are shown as "?" symbols

Steps to reproduce:

1. Login with an existing account on http://qa.jtalks.org/jcommune/
2. Create a topic with topic title and message content filled cyrillic symbols.

Expected result:

Cyrillic symbols are shown in topic title and message content in created topic.

Actual result:

Symbols "?" are shown in topic title and message content in created topic.
