Location in cyrillic is displays with question marks.

Steps to reproduce:

1. Log in the Forum with registered user.
2. Open profile page of this user.
3. Fill the location field with Cyrillic.
4. Save changes.

Actual result: There are question marks instead cyrillic letters in location field.

Expected result: Cyrillic letters in location field.
