Ability to edit topics created by another user

Steps for reproduction:

1) Login user who does not have rights to edit topics of other users -> select branch;

2) Select a topic in the branch created by a user other than the current user;

Actually result: Edit button is available, user can edit topic and save changes 

Expected result: Edit button is not available
