As any user I'd like to be able to see autocomplete suggestions while typing tags
Acceptance Criteria:
- Suggestions appear while user types first letter.
- User can navigate over them using both keyboard arrows and by clicking the mouse.
- Only first 10 suggestions should be shown even if there are hundreds of them.
- Suggestions should be sorted alphabetically
- If user doesn't choose any suggestion and types a tag that does not exist, that tag should be treated as new one and should be created while posting the article.
