As any user I'd like to be able to see autocomplete suggestions while typing tags

Acceptance Criteria:

Suggestions appear while user types first letter.
User can navigate over them using both keyboard arrows and by clicking the mouse.
Only first 10 suggestions should be shown even if there are hundreds of them.
Suggestions should be sorted alphabetically
If user doesn't choose any suggestion and types a tag that does not exist, that tag should be treated as new one and should be created while posting the article.
