When user creates article, there are two error messages, assigned to title:
- "Title should not be blank"
- "Title is too long"
There is no information about minimum and maximum length of title.
User should see single message with the limits of title length - minimum and maximum - to correct topic title.

- Press "Create article" button

ER: "Title should be between 1 and 60 charasters"

ER: "Title should be between 1 and 60 charasters"

All tests passed, issue is closed
There is no limitation on minimum title length, it should only be non-empty. So the error message "Title should not be blank" is ok. Error message "Title is too long" has been corrected to contain maximum title length.
