Subscribed user should get mail notification about reopening topic.

      Description

      If topic is reopened, there are two possible cases:

      1. If user subscribed to the topic, he should get mail notification about reopening this topic.
      2. If user subscribed to the branch, but is not subscribed to the topic, he should not get mail notification about reopening this topic.

      In both cases:
      Author counts as regular user - if he subscribed to own topic, he gains notification in first case and does not have in second.
      Reopener does not have notifications in both cases.
