      Description

      Notification message is sent to users when "E-mail notification" is disabled in Poulpe

      Pre-conditions:

      1. Uncheck "Email notification" in Poulpe (Components-> Forum->Configure in right click menu)
      2. Subscribe to Branch by User1
      3. Add topic to the Branch by User2
        AR: Notification message is sent to other users subscribed to this branch
        ER: Notification messages are not sent if "E-mail notification" checkbox is unchecked in Poulpe

      Note: the same situation on preprod
