Customize "error 500" page

As an User I want to see some funny page with error 500 when encountered an internal error or misconfiguration.
For example look at attached file #1 and attached file #2

Acceptance criteria:

• Text on this page should be:
  EN: Error 500. We're sorry! The server encountered an internal error or misconfiguration and was unable to complete your request. Please try again later or go to forum main page
  RU: Ошибка 500. Приносим наши извинения. Ваш запрос не был выполнен, так как произошла внутренняя ошибка сервера. Пожалуйста, попробуйте позже или вернитесь на главную страницу.
  UA: Помилка 500. Наші вибачення. Сталася внутрішня помилка сервера і ваш запит не був виконаний.
  Будь ласка, спробуйте пізніше або вертайтеся до головної сторінки.
• Image:
  Image should disappear when resolution of the page is less than 640 px in width.
• Scroll bar:
  There should be only vertical scroll bar. This scroll bar should appear when user minimizes page and all text doesn't fit into resized page
