UI: Pagination and Create Topic button disappears on small screen

      Description

      Steps to reproduce:

      1. Login and create a several topics in branch, so it is shown on several pages
      2. Open this branch and minimize the window (see environment)

      Actual result: Pagination and <Create topic> buttons are disappear

      Expected result: Pagination and button <Create topic> are still shown

            Julia Atlygina Denis Kajgorodov It was not mentioned in the description but I've implemented it:
            Now if the browser width is less then 480px - pagination buttons become smaller, otherwise pagination can not be placed in a one line in some cases.

            1. Login
            2. Open branch page, where count of topics, so it is shown on several pages.
            And where it is disallowed to create code-review topics.

            Expected results:
            1. Pagination and button <Create topic> are shown.
            2. No horizontal scrollbars.
            3. The page looks good (no serious violations in the markup).

            Test configurations:
            Screen resolutions: 320x480, 480x320, 360x640, 640x360
            Languages: Ru, En, Ua, Esp

            Test results:
            16 tests passed
