User with DELETE_OTHERS_POSTS and without DELETE_OWN_POSTS permissions can't delete question left by other user

      Description

      Steps to reproduce:

      1. User2 creates Topic in Branch
      2. User1 haven't DELETE_OWN_POSTS and have DELETE_OTHERS_POSTS permissions
      3. User1 open Topic, previously created by User2 in Branch

      Actual result: There is no "Delete" button
      Expected result: "Delete" button is present and User1 can delete Topic left by User2
