Sorting of topics in 'Recent activity' uses modification date instead of last post creation date

      Description

      Steps to reproduce:
      1.Login to Forum as User1
      2. Create Topic1
      3. Create Topic2
      4. Add Answer "test" to Topic1
      5. Delete Answer "test" from Topic1
      6. Click on Recent Activity link
      7. Verify displaying topics in recent activity list

      Actual result: Topic1 is on top; deleted answer updates topic
      Expected result: Topic2 is on top
      Please Note We have the same trouble in branches
