Check branches with VIEW_TOPICS and without CREATE_POSTS permissions for Registered Users

      Description

      It was discussed that tooltip for Anonymous user that wants to vote for some question / answer may influence on user's decision to register on Forum. It may be confusing for user if after the registration is made he still can't vote for this question/answer.

      We need to check if there are any branches on Forum where:

      1. VIEW_TOPICS permission is given for Anonymous Users and Registered Users group and
      2. CREATE_POSTS permission is not given for Registered Users group
