Error messages are not shown for anonymous user when he tries to vote up/down

Steps to reproduce:

1. You should not be logged
2. Get Q&A topic with answers that is visible to anonymous user group;
3. Try clicking [UP] [DOWN] vote buttons.

Actual result: Tooltip is "The question is clear, useful and it's hard to find a duplicate at forum"
Expected result: Tooltip should be
English: Voting is available for registered users only
Russian: Голосование доступно только для зарегистрированных пользователей
Ukrainian: Голосувати можуть лише зареєстровані користувачі
