Preconditions:
Empty <database>.
Steps to reproduce:
1. Deploy JC and configure it to use <database>.
2. Deploy POULPE and configure it to use the same <database>.
3. Run sample-forum.sql against <database>.
Actual result: admin user included to Administrators group TWICE.
Expected result: only ONE admin user in Administrators group.
That also hapens if deploy POULPE first and then deploy JC or if deploy only JC.
