      Description

      AclGroupPermissionEvaluator should define user accses by following input parameters: authentication, targetId, targetType, permission.
      Type of permission parameter is BranchPermission or GeneralPermission.
      TargetId and targetType definite object which the rights are granted.
      Permissions should calculate taking into account the user group.
