Incorrect Tab button behaviour

1. Open 'Create New Topic' page
2. move coursor to the first field (title)
3. Press [Tab].

Actual result: Focus is moved to a Poll title instead of Message body
Expect result: Focus is moved in the following order:

• topic title
• message content
• new topic button
• preview button
• notify me about an answer checkbox
• poll title
• poll option list
• Multiple answer checkbox
• Date
