Remove non-informative tooltips

Some tooltips simply repeat info from the button and need to be more informative.

Expected, that
"Size of Margin" bb-code tooltip should be changed to "Add indent", in russian "Отступ параграфа" -> "Добавить отступ".
Note, that this tooltip is used on creating topics, posts and PMs
