Incorrect Tab button behavior in Compose message

1.Open 'Compose New Message' page
2.move coursor to the first field ("To")
3.Press [Tab].

Actual result: Focus is moved To->Subject->FontSize->Code...
Expect result: Focus is moved in the following order:
To
Subject
Message content
Send message button
Preview button
Save
