It needs to give to administration user groups base permission on created branch

When user creates branch needs to give to administration user groups(Registered Users, Administrators, Banned Users - created by V21__Add_predefined_groups.sql) base permission on created branch.

1) For Registered Users: grant on BranchPermission(CREATE_TOPICS, VIEW_TOPICS, CREATE_POSTS, DELETE_OWN_POSTS),ProfilePermission(SEND_PRIVATE_MESSAGES, EDIT_PROFILE)

2) For Administrators - grant on all BranchPermission, ProfilePermission(SEND_PRIVATE_MESSAGES, EDIT_PROFILE)

3) For Banned Users - restrict on BranchPermission(CREATE_TOPICS, CREATE_POSTS, DELETE_OWN_POSTS, MOVE_TOPICS, SPLIT_TOPICS, DELETE_TOPICS, CLOSE_TOPICS, DELETE_OWN_POSTS, DELETE_OTHERS_POSTS), ProfilePermission(SEND_PRIVATE_MESSAGES, EDIT_PROFILE)
