OK button in Insert link window works incorrectly if required field is blank.

      Description

      How to reproduce:
      1. Login forum and create a new PM. Fill To and Subject fields with valid info.
      2. Click Insert Link button and leave all fields blank.
      3. Press OK button a few times.
      AR: A notice 'May not be empty' repeats a few times (see att.).
      ER: A notice 'May not be empty' is shown only time.
