      Pre-Condition:
      1. Open forum main page and sign in as a user with CREATE_CODE_REVIEW permission

      Step to reproduce
      1. Go to the branch
      2. Click topic type drop-down menu -> New Code Review

      AR: Ctrl+Enter is not shown as a help and do not send form
      ER: Ctrl+Enter is shown as a help and code review is created after clicking on it
